While high-quality and large-volume video content should be delivered safely and effectively with limited network capacity, Peer-to-peer (or gP2Ph) networking technology is effective to process much demand. The technology has already been established technically to a certain degree. However, it still has several issues, such as stressing network. Since P2P networking technology does not include the functions such as content protection, billing, and authentication, these functions should be implemented with other technologies. In addition, those functions should also be reliable and understood by end users if real business models might be established, without introducing serious incidents such as Winny had caused. P2P Network Experiment Council was established on August 9, 2007 supported by Ministry of Internal Affairs and Communications. The policy of the council is to encourage technological experiments and businesses, through advancing social understanding of P2P, technical research, and clearing the related issues. The Council is planning to conduct several experiments, coordinated with real business from this autumn to March 2009 and drawing-up guideline which encourages businesses deliver video content safely to end users.
